Okutsu is a case worker for the government, who lives and works in the area of the camp where father and Happy make their final stop. He is a quiet man who lives on his own and spends his free time working on his grandparents' house and his car, and reading books from the local library.

Despite decades passing since then, Okutsu still regrets the way he treated the dog his grandfather got him after his grandmother's death.
