An undercover Agent in the Black Organization, working for the Japanese police.

Scotch committed suicide when he was afraid the Black Organization was going to find out his identity. Shuichi Akai tried to talk him out of it, revealing he was a member of the FBI to him. When Scotch heard footsteps, he took his gun from Akai and shot himself. He had no idea that the footsteps were those of his friend Rei Furuya (Bourbon), as he mistook it for a member of the organization. Akai did not realize that Rei was also a NOC, and he took Scotch's gun to make it seem like he'd been the one to eliminate him.

He is the brother of Takaaki Morofushi, and his real name is Hiromitsu Morofushi.
