Himeji is a deaf classmate of Kogami.

He is sent back ten years alongside Sayano, Kogami, and Rintarou. He saves Sayano from getting raped and is then transported back to the present together with the others. However he is quickly impaled and killed shortly after returning

At the world's reconstruction he is shown alive and in possession of magical powers. In the parallel universe, he is revealed to have been collecting the magical girls in order to obtain demon power which he wants to use to create his own universe.
Initially he is portrayed as a shy and meager deaf boy who cant speak. However in reality he is a sadistic and power hungry man who will use or kill anyone that gets in his way. He is the main antagonist of the series and the mastermind behind many of the tragedies that transpire
